I recently acquired a WD 45 gas wide front.
A few questons. Serial #WD168621. Is this a '53 or '54.
There is an oil fill cap on the distributor/governor housing. Is there supposed to be oil in the reservoir or does the oil go to the crankcase? The governor does not appear to work, as the engine is either at idle or alomost full throttle. It doesn't seem that the throttle linkage is loose. Any suggestions re: the governor?
The rear rims are rusted through at the valve stems. How do I correct this?

The governor could be as simple as adjusting it. The best thing to do is get a repair manual. Not too tough to do. I just repaired the rims on my D17 that were rusted around the stems too. I found a decent wheel in the neighbor's junk pile and cut a couple patch panels from it. I then cut the rusted part out of my wheels to fit the patch panels and welded them in. All I used to cut with was a cutoff wheel in my Skill saw. Might be able to do it with a Sawsall as well. I've only met one guy in my life who could cut with a torch and have it look like a saw blade cut it.
The first patch can be seen if you really look for it. The second one I tack welded some "brackets" so the patch couldn't move while I welded it in. To further make the the repairs hard to find/see, I reversed each wheel and drilled the valve stem hole on the opposite side. A tiny amount of body filler on the first patch hid the repair well. The second patch only required some spot glazing to hide the grinder marks.

I'd say it's a 1954, The oil fill is for the crankcase, you might have a combine governor in it. the rims can be repaired or just get new ones from a one of the guys on here.
3 WD45's with power steering,G,D15 fork lift,D19, W-Speed Patrol, "A" Gleaner with a 330 corn head,"66" combine,roto-baler, and lots of Snap Coupler implements to make them work for their keep.

The cap on the governor is for adding oil to the crankcase. Don has a good point. I don't know what combines had different govns. but maybe you have a combine engine in your tractor. Some people on here might be able to tell by the engine number which is different than the tractor number, it is stamped on the left flange of the engine where it bolts to the bell housing.

The engine number is 45-26076-GH.
I thought maybe there should be oil in the governor housing, but I guess not.
Should oil be pumped to that area?

as far as i know..  the 45 means its a wd45 block..  26076 is block serial # and G stands for gas   H is for ?????

there should be a tee in the oil line feeding the governor on a wd45 that also goes to the cylinder head and oil filter base if i remember correctly.  WC and WD dont have oil line to governor unless it was changed on late wd's

There is an oil line that goes from the governor to the oil filter base and also to the engine. I assume oil is supposed to be pumped through the line. How do I make sure that's happening.

Start the tractor up. When oil pressure is up disconnect the line to the governor housing and see if oil is coming out.

Help me out a little on the governor thing, Is the engine running away with it's self ( turning over 1600 to 1700 RPM's) or is it not giving you mid range RPM control?

OK Stanley, We'll get it fixed! Will it hold a steady high RPM (1650 to 1730 RPM) or does it run away with the throttle opened up?

Don - The engine appears to either idle or hold fairly steady at high RPM's. It does not "run away" at full throttle.
