I want to thank everyone for their ideas much appreciated! One thing I did forget to mention was this 200 sat for 16 years before it came out of retirement! That probably makes some difference!

First thing would be to drain the rad and backflush real good. Then check to see if fins are attached to the tubes.
then be sure fan belt is tight.
