AC 160 3 pt hitch

Re building a AC-160 It sat out side for a 2 1/2 years. 3 pt hitch arms where up and would not go down. After draining the hyd fluid and taking apart the hyd valve under the seat the arms went down and the fluid drained out the bottom.It had a little water in it. nothing looked broken in the valve so I put it back together and now the arms will not come up. I can lift them up and there is no pressure on them at all. The bucket loader and everything else is working fine. Any ideas out there would be greatly appreciated.

I'd have to look at one of our 160's to be sure I'm describing this right...

But, have you opened up the line going to the three point on the inlet side to check for flow? We had a problem on one of our 160's where the valve block under the fuel tank was diverting all the flow to the remote valves and back to sump and not sending any fluid to the three point.
