It's a 715 not a 715B. Borg and Beck trans. May just be low in oil 
I had a 715 and now a 715B for the past 32 years

it has a 4 speed geared trany - and a fwd/rev clutch pack and torque converter - so more than likely the clutch pack needs replacing or is worn - a common problem is the clutch pack -

if it don't move in any of the gears, chance is it's the shuttle. check fluid. There is a  filter up front for the shuttle, and one in the drain plug hole., there are a few 1/8 NPT test ports on the shuttle. make sure you have at least 100 psi at them. Just been though this had a broken piston on the forward clutch and bad front pump, along with torque converter. Parts are getting hard to come by on the WG shuttle. the trans is a truck trans. for me I'm selling the old girl getting too hard to find parts for
