Three point goes up but not down. Linkage is free from valve so is the valve just sticking or could lt be the feedback spool?

Removal of the tin cover on the rear of the 3 pt valve will gain you access to the feed back spool and spring. I have had a couple occasions of needing to add a plain old lockwasher to the spring to gain some extra pressure to help with this problem. While you have that cover off, you can remove the snap ring from the end of the valve spool and slide it more forward and spray some penetrating oil of some kind on it (front side)and work it back and forth to help maybe free things up.
