7040 clutch issues

I've got a 7040 that's been sitting a number of years. The oil wasn't on the dipstick under the seat so I filled it but I have no power steering and the tractor will only go into 1st and reverse because the other gears will just grind (no clutch power) I'm getting a service manual and going to start with all filters as it's a 10k hrs tractor but I'm guessing split? Does this sound like power director or torque limiter or both?
