any tips for getting the things on?  seem like a major pain with the engine unbolted.  also what is the purpose in the fiber disc bolt to the pulley on the fly wheel?

I thought the fiber disc in there was for vibration purposes. The smaller garden Tractors have em' to. That really was my own perspective on that. As far as the belt, I haven't put mine on yet. My engine is just sitting in the Tractor right now, but I gotta' pull the engine back out again and make sure the Starter engages correctly before I bolt that puppy in for good...

With the engine mount bolts off and the driveshaft disconnected, you should be able to just tip the engine back to get the belts on. I used this procedure also to remove the belts.
AC CA, Ferguson TO-20, Ford NAA, M-M BG, AC #3 Mower, SC Plow, PH Digger, AC 720's with Ark 700 loader & Brantly Backhoe, "Mini B" w/flathead Ford V8

I'm guessing that you mean the pair of belts off the engine.  After fighting the on a couple motors, we found the easiest way is (with engine bolted in place) to have the twin pulley off the engine, put the belts on both sets of pulleys (top and bottom) then hold the clutch petal down.  This will let you put the pulley back on the engine.  Den

well I got them on but I need to readjust the tensioner.  How tight should I take it?

spring hieght 7 3/4 before running engine 8 inches after running engine  clutch pedal out belt stop clearance 1/4 before running engine 1/16 to 1/8 inch after running engine  clutch pedal out                                                                                                                     pulley clearance 1/ 16 inch  clutch pedal in                                                                     those belts will wear in the old pulleys very quickly so it will not be long before it needs adjusting again then it should stay along time

I had already completely loosened the tentioner.  I hung both belts from the engine pulley with it installed on the engine.  Was able to get the front belt on by tipping the engine myself then went underneath the tractor with Dad working the top side and slipped the rear on.  Went pretty well with the tensioner loose
