My Allis C has a 59AC axle bracket however I appear to have a 59 Woods not a L59. The odd part is the 59 mower has right hand threads in the blade spindle. If I use lock washers on bolt is there still a risk the bolt will still back off with counter clockwise blade rotation?

I have been using a woods 59 mower on a C for years. The only time I have ever had the blade come loose is when I hit something solid

If  the direction of rotation is incorrect the blades WILL come off. You can change the direction of rotation by swapping the left and right deck pulleys and rerouting the belt or you can change the spindles and bolts to LH thread. Either way you will need to change the blades also. It has been many years since I worked on a 59 or L59 but I am thinking that I rerouted the belt.
Just an old country boy saved by the grace of God.
