39 B tool box ?

Am making a new tool box (no battery style) and got it mostly finished but cannot decide which way the inner braces turn.   Are the flat sides up or down?  
Different question.............why is the square sheet metal on the steering tube?  Tim

On all the '39 s I bought, the flat was up, not down.
 
I thought the square part made a good place to stick the crank in....

On the early B's the brackets were turned up and the gas tank layed on them There was a piece if 1/8" thick piece of canvas  webbing that laid between the strap and the gas tank to prevent the two from rubbing metal to metal. The square on the steel tube was to hold the crank. There was a spring clip mounted below the tube to keep the crank from bouncing around. Bob
