For me shipping cost was the big decider for a rim.  I checked with all the tractor dealers  in a large area near me.  The only used one I found were $300, and $325.  I ended up finding a guy not too far away $300 for a new one.  That's the one I got.  This in MI so you would also have to pay shipping.  I expanded my search on CL and found it.  You might have to drive a ways but it beats the cost of shipping!  Good Luck!

I bought one from  OK Tractor a few years ago.  
 Very good rim and reasonably priced too.

Where is the best place you have found to buy 28 x 15 4 rail spin out rims? Finding used is next to impossible so I am going to have to buy new.
