I finally got this 16 running last night after sitting for 8 years,but I cant get it to go into gear. I can select forward or reverse but cant pull the lever back to 1st or 2nd gear. Is this a frozen linkage issue? Or do I have bigger problems. Also the blade raise and lower lever is froze up. Any advice would be helpful.

I know nothing of your transmission,but since the blade control lever is froze it seem reasonable that other linkage is stuck as well. So start spraying your favorite lub and wiggling and tapping on things to get things moving.
