Got a 47' WC on 13.6-28 tires that will hit 10-11 MPH. I need 12-14 MPH , will a D-17 governor spring give me enough more RPM to gain a couple miles an hour?

If the WC is doing a true 10 MPH at 1600 RPM (factory high idle) increasing the high idle to 2,000 RPM with a D-17 governor spring will make your speed 12.5 MPH.  You have no idea what top engine speed is now, do you ??   The 12.5 MPH is assuming your engine is actually running 1600 RPM, which I'll bet it may not be. Using the same figures, 2100 RPM gets you to 13.1 MPH.  You can actually just add an external auxillary governor spring to the vertical governor arm to increase the speed to where you want it and remove it to make it back to stock. Pulling to the rear and getting attached at least 1/2 way up on the arm and stretching it out at least to the drain cock on the engine block is how I go about it.
