That was the way they came on some of the early ones (1938-39) but I don't know the exact serial # range for them.

B-26525 and up had the separate 5 hole hubs and automotive style rims. The rivited Wheel/Hub is one of the points that makes those 38s and 39s a little different. The rear rims and excentric rim locks were unique too if they are original 38/39 vintage. They used 3/4" bolts and won't work with standard bump rims. I venture to say 98 percent of the originals have been replaced with the newer style 5/8 bolt locks and rims. 4 loop rims will work using plain 3/4 bolts if the old wheels have the 3/4 bolt holes.

According to my parts book, B#18055 and up is when the 4 bump rear rim and their 5/8 bolt concave base plain and excentric clamps became standard for Bs. All Cs used this same type rim and lock blocks.   There is another wheel clamp lock part # after B 58401. I think the only possible difference in these and earlier ones is, the casting is made to hold the 5/8 bolt head from turning.

If the fact that it's not running is indicative of the condition of rest of the tractor, $500 max. Tires, condition, accessories, etc. move that up or down.
