Anyone ou there have expertise with steering clutches on an Allis M crawler?  I have a 1939 M which sat for a long time.  The engine runs well but the steering clutches were frozen.  I took it apart, but couldn't remove the steering clutch hubs even with a 50 ton hydraulic shaft puller.  I decided just to replace the clutch discs with new ones ordered from Tractorparts in Boise ID.  I put it back together, but despite adjusting the levers, the thrust plate does,t seem to want to move on either side.  Everything seems to be in proper position, i.e. no out of place spacers, etc..   Any thoughts on what to do next without taking it completely apart?
