Did you screw the settlement bowl assembly out of the fitting? Sounds like it is pluged above the shut off  in settlement bowl. Unless weight retainer has come apart in pump plugging the check valve in top of pump. Loosen timeing window until fuel runs out. If it runs ok then, pump needs repaired.   MACK
