Power lift arms in up position and can’t get them to lower even with tractor shut off..it is a 3 point hitch...any help appreciated

Check the position control linkage to see if it is in the correct position and the linkage is free. The plunger on the spool is spring loaded and operated by a cam lever,
If every thing is ok there, you may have a stuck lift cylinder. I had that problem on my 180. You can check by disconnecting the hose on one side to see if will go down.

There are 3 pivots in the linkage that are notorious for rusting and seizing up.  Even if one of these are seized it will affect things.  Don't move the handles, oil each pivot point and make sure each one moves easily - you may have to disconnect some of the linkage to do this.  If all of them move freely and your hydraulics do not lower, the valve is probably stuck.  It can be freed up easily by working it out with a pair of vice grips.  Been there and done this many times.
