How is the starter held on.  Mine is loose,  you can wiggle it around where it goes into the block.

When you start the tractor it moves.

Should be frictional fit in the housing with a set screw on the side

There is a set bolt with a lock nut on the left hand side of the bell housing where the starter mounts. Loosen the lock nut and tighten the set bolt.  It has a tapered end and fits into a corresponding tapered hole in the nose of the starter.  Make sure that the bolt taper is in the hole and tight, as that is your main source of grounding for the starter.
