What am I doing that's not right" When the clutch is pressed the clutch does not disengage, what's wrong " on a Allis 7000 s/n8045

Maroon chassis with gear shift on the floor ?? Probably the throw out bearing has failed. There is a cover under the bell housing you can remove to verify.

sn 8045 , I'm guessing its a black belly tractor? If so, its a wet clutch tractor, it could be as simple as a transmission brake adjustment or it could have warped plates in the low range of the 3 speed PS, which serves as your inching clutch.
