I have my series 2 diesel looking more stock than when I got it.  However, I am not able to get fuel from the tank up into the filters.  I have 1/4 tank of fuel and I have had new seals put in the hand primer, but I cannot get it to pull fuel up to the filters.  The primer was tested separately and it does work.  I do have a very small leak on the 90 coming out of the sediment bowl if that makes a difference.

Would filling the tank full make a difference?

it should work at 1/4 tank, but if you look at that level compared to the filtes, the fuel level is only partialy up inside the filters.. a good test would be to fill the tank and test again... and YES.. any minor fuel leak can be a MAJOR air leak and cause loss of suction.
---------------------
this is WATER instead of FUEL... but gives you a good idea of a "MINOR LEAK"...
How This Affects Flow Through a Crack
  1. Laminar Flow (Very small cracks / low pressure):
If the leak is slow and orderly, the flow rate is governed entirely by dynamic viscosity. Because water's dynamic viscosity is roughly 55 times greater than air's, air will leak out roughly 55 times faster than water under the exact same crack dimensions and pressure difference.

Like them all, but love the "B"s.
