Working on a 200 with hydraulic pto. I have 320psi testing on the back of valve. With the valve spool set 1.5". I have 130psi on the clutch side and 320psi on the brake when engaged. I adjust the linkage to 300psi on clutch side then the brake side is 120psi. I had gauges tee into lines then plumbed directly off valve eliminating the pto all together and pressure remains the same. I replaced the springs on valve spool and spool moves freely in body. Linkage is all tight. Should the psi be the same on both clutch and brake? I adjusted to 220psi on clutch and brake but brake wont stop shaft until its around 250psi. 540 and 1000 pto

Suggest you have worn brake pucks or orings hard and bypassing - OR, heaven forbid, warped clutch plates. Can you go the pto shaft and spin it with the engine off ? IF so it would be good. The front brake pistons are fairly ez to replace but a bit pricy.

With engine off I can turn pto. I replaced o-rings and seals in the clutch. Both clutch and brake test good with air pressure. I have gauges on valve body now so no oil is even going into clutch or brake and pressure is low.

Thought you said pressures were 220 on clutch and brake - it would be a lot more accurate if the pressure gauge was Tee'd into the supply line to brake and clutch.

I had it tee in then put gauges right on the valve to eliminate any possible pressure loss in the pto. Pressure is the same being tee in and off the valve. I feel the pressure should be close to 300psi?? Dont want it to burn out.

250 PSI is fine - 220 PSI should hold the power director and clutch. The relief valve and shims for the PTO clutch are in the power director valve. 
After the oil gets to operating temp - even 100 psi should stop the PTO from turning. IF not - you still have a PTO clutch issue. There were early and late sn clutches with different # of clutch plates, pistons and separator plates. Make sure someone hasn't mismatched some items.
