Remove the plate directly above the pedestal and inspect. It's probably dry or loaded with water if stored outside. Clean inside with rags and brake cleaner. Add about 1.5 quarts of 75W-140 gear oil. Available at Walmart. Make a new gasket and reinstall top plate.

Could be something as simple as a roll pin sticking out in the steering mechanism.

My dad bought one of the last WD's, it had only been used as a demastrighter. It was the hardest steering tractors I have driven.

I agree with Mack
My wd will start to steer hard when it needs a greasing in the wide front knees… |
