The PTO clutch and brake are hydraulically applied. So, I guess you somehow need to "tee" in two 500 psi gauges into the steel lines going to the clutch/brake area on the lift arm housing. Maybe using a jumper hose looped around in a circle to get connected ?? With the engine running the pressure "engaged" should match the pressure when "off" in the brake zone. If pressures are equal, I'd say you have internal issues and the lift arm housing would have to come off to repair. I've never seen one that has failed. Remember, the PTO lever has THREE positions. Fully up is ON. Fully down is BRAKE. In the middle is COAST. The coast position ain't the brake position.

It will run in coast with nothing attatched. Easy enough to knock out of "on" with your right leg when bush hogging.
