CA Hand Clutch Adjustment?

My CA hand clutch does appear to be partly functional, however there is very little "spring" action.  The spring only operates to return the handle about an inch from the rearward position.  From there, you have to manually return the handle to the forward position.  What's the likelihood this can be resolved with an adjustment versus a rebuild?  The clutch was worked on last by a local car repair shop, that occasionally worked on tractors.  I'm unsure whether it worked correctly after that as it wasn't used very long after that.

Does anybody know the part number for the hand clutch shim pack?  I find 223166 online, but doesn't mention CA in any listing, only D10/D12 and later.

CA axle clutches DO NOT have any shims, unless someone added some after machining off too much when doing a rebuild.
  The Shim pack for a D10/12  IPTO clutch would not even be close to what could be used in a CA axle clutch as it is of a completely different design. 
If it was fun to pull in LOW gear, I could have a John Deere.
Real pullers don't have speed limits.

Ah, I guess I got confused by watching a vid that I thought was a CA vid but wasn't...:(
