Originally they were aluminum. I tried cleaning an old one up years ago and was thoroughly disappointed. I then started making new ones out of brushed stainless steel. A couple of years later, the aftermarket started making new ones from stainless too. Not as good as the ones I made, but they are priced cheaper than when I made them. For the time it took me to make one, it is now easier to buy one.
A metal wire wheel spinning on a drill basically ends up scratching the softer aluminum. Machine turned swirls is what they originally had.
