Can you remove the pto seal with out taking the cover off?

Yep, if you got the right tool. Drill a small hole in the outer edge of the metal and screw a sheet metal screw into it. Grab a hold with a slide hammer tool and tap it out. Best drain the lube out first or you might have BIG wet slippery spot on the floor or drivewayLOL
 My little slide hammer tool is a vise grip. I take the screw out of the handle and put in a piece of threaded rod about 18 inches long. I have a piece of 2 inch cold rolled steel about 3 in long with a hole in it that I put on the threaded rod for a slide hammer and weld a nut on the back end of the threaded rod.
