Looks like a Pittsburg brand. I have 1 like it. Haven't used it as a cultivator but I don't see why it wouldn't work. Because the shanks are mounted on angle iron that has holes the whole length it would be fairly easy to get the correct spacing. My concern would be  there isn't alot of clearance front to back so if you're in some weedy crops plugging could be an issue-unless you try to run only 1 shank per row with a wide sweep, kinda like a min-till cultivator. Same goes for height clearance. You going to need a coulter or some way to keep it from drifting off the row.
Just a couple thoughts.

Those were made for seedbead preperation, not rowcrop work.
