I think there is a seal at the bottom.  I can't remember what the book calls for for lube, but cornhead grease works pretty well if the bottom seal is leaking.  Thinner than regular grease, but a lot thicker than any of the heavy gearcase oils.

Yep, there is a seal on the steering shaft. I put all new seals in my CA when I had it apart in 1998 and I'm going to be using cornhead grease in it when I get it going again. It just won't leak out like the gear lube does.

There is also a seal in the bottom of the box below the sector gear and a seal in the bottom on top of  the  spindle block. The problem with these 2seals is when the pedestal gets worn and things slop around a bit. Seals don't like that at all and let gear lube out. I put my WC pedestal in the horizontal boring mill at work, picked up what I thought looked like the original centerline and bored it back round and about .250 oversize. Then I made a sleeve to fit the vertical shaft and presed it into the O/S bore. It really tightened up the slop in the steering.
You can take the plate off the top of the pedestal in front of the radiator to see inside.
