It seems like every Allis hand primer pump leaks like a sieve when you try to use it, so it may be fine, or it may not work, your call on replacing it.

 

Here's what I would do in the mean time.

 

Basically you start at the pump, and go from there.

If you loosen the inlet side of the pump, then very lightly put compressed air in the top of the tank, using your hand to seal the fill spout.  You can force the fuel line to fill to the pump, then open up the inspection port on the side to allow fuel to flow out, when fuel flows out close it up.  When that is done, make sure the injection pump is on, lever out, and crack all the injector lines, and the return line on the pump.  Start cranking, not more than 30 seconds at a time, and allow the starter to cool for up to 5 minutes or so, I like to put a charger on the batts. to keep the volts up, and the current down as much as possible.  Only once you start to get pretty good squirts of fuel, not just bubbles and drops of fuel.

As the fuel starts to squirt out, tighten that injector line, it should start to smoke, it won't try to run until you have at least three injectors primed.
