What would cause a 170 gas to cough a couple to few times before it throttles up?

Intake manifold gaskets probably need replacing.

I'd check the carb gasket first....the shape of these and the way they bolted together was not a good design.  Also check the main jet, I ran one for two years with the choke out before I found out the main jet had come loose.

No i havent been able to check it out today. But i do know that engine is up for a major overhaul so would that casue it to. Or would it be mostly a carb. and manifold issue?

Get a can of WD40 and next time you have it running, spray WD all around the carb mounting gasket, the manifold gasket and the throttle shaft bushing. If RMS's increase from spraying it, you have an air leak that needs to be fixed.
