the dozer guys will know but i think they are dry clutches and if so they likley are just "stuck" from sitting.they'll know how to free em up.

Steering clutches frozen , need to get them to release, if fiber disc in clutches they are rusted to plates. Check bottom of case to make sure the holes through case are not plugged and water has set in case.  Pipe plug threads, clean case out well and then put about 5 gal of diesel in each side , run machine lightly using clutches to try to free up.
If not you may have to pull full brake clutch drum and free manualy. At that time you might think of putting HD11 ceramic clutch plates into them.

Oh be sure to put plugs in holes when adding diesel as it tends to run out fast in not installed... LOL

Thanks Coke, do you happen to know the plug size? The dozer is not home yet and about a 20 min drive to work on it. Is there a site where I can find the year?  thanks
