The ammeter gauge on my 190xt will “surge” and then go back to 0, back and forth every few seconds. When I turn the lights on they get brighter when the gauge surges so is it safe to assume the issue is not the alternator since the lights get brighter? Possibly the voltage regulator or a bad gauge? I’m not great with the charging side of things so any help for a starting point would be much appreciated.

I always try to try the simplest solution first. 

In this case, the first thing I would check are all the electrical connections, especially all of the grounds. With age, a lot of these grounds became rusty, corroded or loose. Cleaning sometimes makes a world of difference.

If that is not the problem, my next guess would be the voltage regulator (after I checked the ground on it).
