So I recently bought a new project for cheap. Owner said tractor has been sitting for 2 years due to it wasn’t getting any power when you turn the key. Found out it was just a bad positive connector. After getting it cleaned out primer and all that jazz it started. My next problem is when I depress the clutch foot pedal, the input shaft won’t disengage. If I force it into gear with a little grinding it will move. My question is why is it when I depress the foot clutch is it not disengaging.

Clutch disc stuck/rusted to flywheel or pressure plate and/or trans shaft.

Also a rusted/stuck pilot bearing in the flywheel. Have a helper push down clutch pedal and liberally spray your favorite penetrant into the center of clutch ass'y. There's an oval shaped plate underneath clutch area, remove to get access. IF it was where mice got into it, may have a nice big mouse nest in there. 
 It's already acting up so it can't hurt anything and may save you from splitting the tractor to R & R the clutch ass'y.

#1. There must be free-play in the clutch pedal. A minimum of 2 inches and a max of probably 4 inches.  If the clutch pedal strokes 100% to the full forward position easily with no resistance, I'd say the throw bearing has ate its way thru the pressure plate fingers. A visual look from underneath with a flashlite would verify that (or not).  #2. If this is all good, I'd start the engine and let it warm up for a minute or two. Shut it off. Place the gearshift in road gear with the Power Director lever in low or high range. Start the engine while holding the clutch pedal fully down AND holding the brakes firmly. If there is anything rusted and stuck, this may break it loose. Using the clutch, starting and stopping several times while in road gear should help limber things up.
