I have a WD45 that is stuck in first gear. I removed shift tower and everything appears to be normal. Replaced shift lever as it was badly worn but that did not help my problem. What should I be looking for?

Not sure you know what you're looking at. 1 and 2 are engaged by a sliding collar/coupler on the top shaft of the transmission. It must be located in the middle of 1 and 2 to be in neutral. I'd say you getting stuck in low gear is the fairly typical worn out shift lever/shifting lug/shifting cover socket scenario. If you would have removed the shift lever, stuck a long screwdriver down in the hole and popped it back into neutral, you'd be fixed.
