My WD steering had always been hard to steer and now appears something in the steering gearbox is frozen or stuck tried turning with a pipe wrench on backside shaft but not budging.

Make absolutely sure there isn't a problem at the steering U-joint/knuckle alongside of the right side of the engine. Sometimes a pin comes partially out and hits the engine block.

 I agree, that the u-joint is the first and easiest place to look but it sounds like you're saying the shaft won't turn in either direction? 

It's real easy to pull the inspection plate off the top of the bolster and have a "look see" at the gears and bearings in there.

And, if you find no problem there,  it might even be a deteriorated bearing at the bottom of the spindle.

The steering locked up on my WD-45 a few years ago.
The P.O. had removed the crank shaft which left the bolster wide open to critters.
Over the winter mice had built a virtual apartment building in there. Took a while to fish all that stuff out through the inspection hole.
