Is there a check valve somewhere inline? This thing will fire about once then you have to crank and crank to get it lit. I removed the fuel after sitting and its half empty and the fuel line to the filter head from the tank was drained back to the level of fuel in the tank.

The hand pump serves as a check - it has two check valves in it - IF the rubbers in the plunger are loose and the inlet check valve has a piece of trash in it or doesn't seat - bingo.   To see - let it set - THEN pump it up before starting and then see if it cranks and dies.  Some 7020's had a low pressure electric pump installed...they have failed and also pump air in the system on occasion - 40 + years old...... anything can happen from hardened sleeves seals in the line nut to pin holes..
