Hi a’ll!!
So I’m getting really tired of this power steering leak and can’t figure out how to fix it…
I’ve replaced the O-ring but it helps for awhile than it leaks all over again…

I'd scrape all that paint off both surfaces, run a flat file on each side (unless both sides are "somewhat" flat), and use a touch of rtv silicone in the o-ring groove.

The boring under cap is only a dust seal. There is orings on spool that need replaced.                        MACK

Look at the barrel when you have the spool out. Water will form pits and the o-rings will not seal.

I had the same problem. Mine would leak oil while it was not running. I did everything I could think of twice. Finally, I noticed the cap was slightly sprung or warped. I straightened it that stopped the leak. Good luck, this kind of problem can drive you nuts.

It doesn’t have anything in there to catch my finger nail on and no rust in there (it surprised me) so I think it’s ready to roll!!!
