I have the thermostat of of my B and it is open at room temperature so I consider it to be defective, Right?? Does anyone know the NAPA part number?

I have had tractor thermostats fail that way to stay open at cold coolant temperatures.
You might have luck at NAPA if the guy at the desk is very experienced if you take the old thermostat for him to match. You will need to specify the operating temperature from the tractor service manual or operator's manual.

Look online at Steiner or DJS Tractor Parts. One of them has a full kit that gives everything to replace the thermostat.

Take the old t stat with you to an Auto Parts Store and match it to a 180 degree unit. Simple. In my opinion 160 degree is too cold.
