I have a 7060 black belly with a powershift transmission.

Yesterday I started it up and put it into the high gear, drove it for about 3 miles.
I came to a complete stop and attempted to shift into low gear but couldn't.
It was locked in gear and wouldn't come out of high.
So I took the floor off and removed the shifter, as I was removing the shifter it unlocked itself and shifted into neutral. ???

I looked at the metal knob on the end of the shifter and it looks brand new, not worn at all. So I put it all back to together, started it up, shifted into high and again stuck!

Any ideas on what the problem is?

Your explanation is not very clear. Are you talking about the RANGE SHIFT LEVER??  or the POWER SHIFT lever ?? A power shift transmission has 6 forward speeds and one reverse all on one lever. The RANGE lever has HIGH.....LOW.....NEUTRAL.....PARK.

The range shift lever is stuck in high, won't go into park, neutral or low.

Disconnect both cables on the short lever under the cab floor and slide a piece of snug fitting pipe over the shift lever and see if it will shift. EVERYTHING WILL WORK BACKWARDS WHEN YOU DO THIS EXCEPT THE SIDE STEP TO GO TO PARK.
