The governor on my D15 jumps up and down in a pull at high RPMs

Did it just start doing this when in the past it didn't ??? A carb set too lean can do that. Removing the carb and replacing it can change the linkage synchronization a bit. What's the whole story ??  Series 1 or 2  ??   There is a surge screw on the governor that could be tweaked a bit. The link rod between the governor cross arm and the carb could be shortened 1/8" of an inch. Governor linkage rubbing or binding can cause this...……..
