Just put on a new generator and voltage regulator the amp gauge doesn't show any charge when I turn the lights on it shows 15 amp charge ?

Swap the wires on the amp gauge , Excite the field terminal at the gen with voltage volts and Presto

Swap the ammeter wires and flash the genny.
