Im looking at a hd 6 dozer with a oil clutch the guy said it wont stop pulling when its in gear I know my dads old 6g wont pull at all if the oil is not flowing found that out a few years back after changing the oil filter . could this be the disk in the clutches being warped

Clutch facing may have separated and stacked, not much clearance in the flywheel to pressure plate and a section of separated disc would keep from disengaging.  Could also be a spline step seize where the disc just cannot get off the flywheel or pressure plate.
