HI if the pto shaft on a b is 540 rpms, does that mean that the motor is set at the proper rpms ? i think 1800 rpm.

A Allis Chalmers B with the BE engine is goverened at 1400 RPM. With the CE engine it is 1500.

No, I believe the CA with the CE engine was rated at 1650 RPM.  540 Pto speed would be in there somewhere but full throttle might not necessarily give you 540 pto rpm's.

If a "B" and a "C" are at 1400 engine RPM the PTO speed is 560........high idle(no load) of 1700 rpm would be 680 RPM at the PTO (if high idle is 1800 RPM, the PTO would be 720 RPM). The "CA" is 538 PTO RPM with the engine at 1650 RPM and that would yield 652 RPM at 2000 RPM (no load) engine speed.
