I want to use the 3pt yet keep the mower deck in the up position.
Is there an official way, or hacked way to do that?

Take the deck off.  The deck height is controlled by the lift arms via cables, so I do not see any way to keep the deck in the raised position.  What kind of 3 point work are you going to be doing?  Probably best not to have the deck hanging under the tractor.

Can be done! Install a small piece chain or strap onto lift points of deck or other spot. and you'll need a bracket on frame of tractor so when you raise mower to pin it in place. Raise mower up and measure- figure out length of chain or strap needed to pin it in up position. Most All compact tractors use them with belly mowers. Do search for mid mount mowers, Kubota's use straps that are on deck and some in lift linkage on B's and L's compacts.

Wanted to use the Brinly disk harrow.
I attached it to the JD 318 and got the job done.

Would have rather used the 620.
I couldn't see an easy strap attach point.
Could the foot boards support the weight? Nah.

Time to work on the tractor for every implement initiative.
