Nebraska test says 52.72 HP with power steering at 1650 rpm full load.

Gary; I see your hitch ring is out past your tires. Is that the secret to get a D17 to pull. I have seen some of your videos with the wheels in the air. I found a youtube video of me pulling one of our our D17s at Tweed Ontario this year. As you can see it does not transfer any weight. It is pulling in the 5500lb class with 16.9x28 rears. Our hitch point is 20" high and 18" from the centerline of the axle.

Brian, you need to fine tune your tire pressure first of all , your not transferring weight 'cuz you lack traction .... too much spinnage. Tires need to wrinkle a bit. A longer drawbar may help. I never pulled mine with a wide front, I went right to a narrow front, and stripping off weight where ever I could, seldom add weight to the front, depends on the track. 
What gear were you pulling in in the video?   1st?  I noticed the power director shift, I think you would have pulled better  leaving it in hi range . I pull in 2nd low, , several pulls at 5500 on a good power-stealing track , I should have tried hi 1st.  I might have done better. Traction was not an issue, nor was power.... tire pressure, and weight / balance  were my challenges.  This was a short season of pulling this year for me and made a lot of changes so there were things to sort out. Thats the bad of pulling, you can't try to catch the leader on the next lap.
 
PS it is still for sale at $4500. usd, I have had some interest, but  no one has committed. I would prefer to not sell it locally, I wouldn't want to pull against it.
