Do I need to keep hydroulic oil tank of a WD puller, never using the hydraulics.

You can remove the hydraulic pump assembly and make a cover for the open hole. There is a clutch shaft bearing inside the torque housing (not a tank) that has to have oil, so you better fill the housing up to the dipstick. Takes 5 to 6 quarts of oil.
