D14 brakes now stuck help please

I’ve been working on this Tractor for a neighbor it had electric problems I fixed them then plugs went bad then carb got plugged the little oil line broke I got that all fixed and today I stopped over there and he said brakes are locked up on the right side. When I drove it around yesterday everything was fine and now stuck and he hadn’t used it yet. I can rock wheel back and forth a little but the stops. Parking brake isn’t on and why would it do that just sitting there. What would I look at or try first

check under the foot platform for a broken return spring that hooks to the rod connecting the foot pedal to the brake actuator.

Get a Priest and get that thing excersized!  That's way to many problems all at once.
