There is a threaded hole under the radiator which is not for a mounting bolt.  In the middle but just off center....also has that funky little piece held in place by another bolt right by it.....what is all this for?

Holds that shaft, which is an idler gear for the power steering system.

This radiator has been off for a long time....I don't remember there being a bolt in there and my parts tray has nothing that fits.  So I'm guessing that that missing bolt is optional?

YOU WOULD THREAD  A BOLT IN THE HOLE TO AID IN THE REMOVAL OF THE PIN.
