   Does taking the lower radiator hose off drain the radiator and the block or does the block have another place to also drain it?

   It will drain the rad, but not the block.  Block drain is on the right side of the block between the starter and fuel filter.

   I looked but didn't see any where to drain fluid ,there is a freeze plug there. kinda higher up.

   Block drain is directly behind the fuel filter/fuel hand primer. A second block drain plug is directly behind the injection pump.
