Some type of pipe layer or heavy lift machine for rail use ? Or are the booms set for drag bucket or ?

hmmm.... worked sorta' It's at a marina i suppose to put docks in or boats it hasn't been used in a while it's got tracks and up close looks like a railroad dozer missing the counter weight on side

A Trackson(?) swing crane, on a IH T9. Maybe a TD9 but most were gas.
