From what I can find, the hardness would probably be around Rc40 (min) for washers made of 1050-1065 Steel

For our high vibration applications (underground mining, crushers, etc.) we use Nordloc lock washers.  They seem to work pretty well, we used to hear from customers about bolts working loose, but since we switched to Nordlocs it has pretty much disappeared.
I believe they are fairly hard, but don't know if they have a grade 8.  They have a zinc plated or SS option.  I think usually Fastenal carries them, at least around here.
